UNESCO-HELP set up the HELP-Davao Network in 2004 to promote integrated basin management. The Network which is a member of NARBO has supported activities aimed at defusing local water conflicts. In 2010 it focused on using international initiatives such as the International Year of Biodiversity to ensure that the local decision makers remained aware of the benefits of good water management and the risks of ignoring water problems.
